SERVICES AGREEMENT SIGNED BETWEEN INDIA AND SINGAPORE

Representatives
of the Government of India and the Government of Singapore
met in New Delhi, India on 23rd and 24th August 2005 for
air services consultations in relation to revising the
existing Air Services Agreement between the two countries
which dated back to 23rd January 1968. An MoU was signed
to bring to effect the revised Air Services Agreement
from today.
With
regard to 3rd/4th Freedom Rights it has been decided that
in addition to the existing capacity entitlements, the
designated airlines of Singapore shall be entitled to
operate an additional:

3.7 B747 units to Bangalore;
·
1.6 B747 units to Hyderabad; and
·
1.6 B747 units to Kolkata
In
addition to the existing capacity entitlements, the designated
airlines of India shall be entitled to operate an additional
6.9 B747 units between India and Singapore.
With
regard to 5th Freedom Rights the designated airlines of
Singapore shall be entitled to operate 3 B747 units to
points beyond India as transit services in accordance
with the existing route schedule. The designated airlines
of India shall be entitled to operate 8 B747 units to
points beyond Singapore as transit services in accordance
with the existing route schedule, subject to the condition
that not more than 4 B747 units shall be operated to any
one point beyond Singapore.
While
discussing the ASEAN offer India has stated that according
to its understanding its reciprocal rights against unlimited
access granted to Singapore to 18 points under the ASEAN
offer needs to be settled. In the meanwhile, Indian side
agreed to permit the operations of the designated airlines
of Singapore to Amritsar and Ahmedabad on provisional
basis; and Singapore stated that according to its understanding,
the ASEAN offer has already been agreed between the Contracting
Parties in June 2004. In particular, the designated airlines
of Singapore and India are entitled to operate on all
or any of the sectors between Singapore and Patna, Lucknow,
Guwahati, Gaya, Varanasi, Bhubaneshwar, Khajuraho, Aurangabad,
Goa, Jaipur, Port Blair, Cochin, Thiruvananthapuram, Calicut,
Amritsar, Visakhapatnam, Ahmedabad and Tiruchirapalli
without any restrictions on the frequency or aircraft
type and without being subject to the terms of any commercial
agreements. Both the countries agreed to discuss the issue
of the implementation of the ASEAN offer.
Both
the countries agreed to meet within six months to discuss
matters relating to Air Services Agreement and reaffirm
their commitment to the excellent aviation relationship.
The
Indian side was led by Shri Ajay Prasad, Secretary, Ministry
of Civil Aviation. The Singapore delegation was headed
by BG(NS) Choi Shing Kwok, Permanent Secretary, Ministry
of Transport, Singapore.
